What are the similarities and differences between a Constitutional Government and a government that merely has a Constitution?


There are some governments that have constitutions, but are not in written form. They base their constitution on precedent. For example, the UK doesn't have a written constitution, but has a constitution based on precedent from the courts. Thanks!
